This is an indicator of the Financial Institution's error-recovery capabilities.

Remarks
This is an indicator of the Financial Institution's error-recovery capabilities. If true, the server can support file-based error recovery.
The MessageSetIndex parameter specifies the index of the item in the array. The size of the array is controlled by the MessageSetCount property.
