The user or group to which the permission applies.

This property is used to define the user or group to which the permission applies when PermissionType is set to 0 (ptUser) or 1 (ptGroup).

The PermissionIndex parameter specifies the index of the item in the array. The size of the array is controlled by the PermissionCount property.

This property is not available at design time.
