If the user is the owner.

This property specifies if the user specified by the PermissionUserId property is the owner of the item specified by the PermissionFolderId property.

The PermissionIndex parameter specifies the index of the item in the array. The size of the array is controlled by the PermissionCount property.

This property is read-only and not available at design time.
