The user or group to which the permission applies.

This property is used to define the user or group to which the permission applies when PermissionType is set to 0 (ptUser) or 1 (ptGroup).

The $permissionindex parameter specifies the index of the item in the array. The size of the array is controlled by the PermissionCount property.

This property is not available at design time.
