This message's QoS level. Possible values are:
| Value | Description |
| 0 | At most once delivery |
| 1 | At least once delivery |
| 2 | Exactly once delivery |
The incoming_message_index parameter specifies the index of the item in the array. The size of the array is controlled by the incoming_message_count property.
