A collection of information, in the form of [OID, Value] pairs, uniquely identifying the certificate issuer.

A collection of information, in the form of [OID, Value] pairs, uniquely identifying the certificate issuer.

The encryption_cert_index parameter specifies the index of the item in the array. The size of the array is controlled by the encryption_cert_count property.
