_capaNone = 0	capaNone	capaNone = 0	Client should never send the CAPABILITY command.
_capaOnConnect = 1	capaOnConnect	capaOnConnect = 1	Client should send the CAPABILITY command when the connection is established.
_capaOnLogin = 2	capaOnLogin	capaOnLogin = 2	Client should send the CAPABILITY command after login.
_capaBoth = 3	capaBoth	capaBoth = 3	Client should send the CAPABILITY command when the connection is established and after login. Note, different capabilities might be listed in these two cases.
